Update February 17, 1999 According to the latest information from DPFH sources, it appears that the majority of wording in House Bill 1341 has been placed in House Bill 1157, with the retention of section 3 of HB 1157. The following is an excerpt from an email from the DPFH Vice President, Pam Lichty, on what happened, what it means, and what happens next:
My understanding is that [the legislature] has gutted the entire administration bill except for Section 3, which urges the Federal government to reschedule marijuana as a Schedule II drug, and has inserted the language of HB 1341 into it. Therefore the bill that will move on to the Judiciary committee will be HB 1157 but will look almost exactly like HB 1341. Why did they do it that way you might ask? Speculation but perhaps it had to do with the committee referrals of the two bills which were different, or they might have wanted to be able to say that they moved out the administration's bill (which technically they did, although it will look almost totally different). In other words they have deep-sixed the registry provision and presumably the 2 doctors provision as well. Next Step -on the House side, is to get the House Judiciary Committe to hear the new version which will be called HB 1157 H.D. 1 (House Draft 1). They have to "deck" it by this Friday midnight with an accompanying committee report so the amended version should be available to read around that time. Then the next committee (the House Judiciary) has to hear it by Mar. 5. Interested parties may call Rep. Paul Oshiro's office and ask him to schedule a hearing on HB1157 HD1.
